QUALIFICATION

Architectural & Engineering Consultant Service Re-Design and Reconfiguration of Bathrooms and Reception Area The Salvation Army North Texas Area Command

  The Salvation Army North Texas Area Command (TSA) is interested in selecting an architectural & engineering firm (A/E) for interior building updates that includes the re-design and reconfiguration of the existing banks of restrooms, reception desk and exterior doors in the main lobby area of the facility to meet current building codes and ADA standards. The objective of the upgrades is to improve functionality and enhance the conditions of these areas.

  The Salvation Army Mabee Center facility is located at 1855 E. Lancaster Ave. Fort Worth, Texas. We are publicly inviting local firms to respond to this Request for Qualifications for programming, schematic design, design development, construction documents, bidding, construction, and close out phases.

NOTIFICATION:

  This is a federally assisted project and is subject to the requirements outline under this section.

Labor Standards:

  This is a federally assisted project and RECIPIENTS AND SUBRECIPIENTS agree to comply with the requirements of the Secretary of Labor in accordance with the Davis-Bacon Act as amended, the provisions of Contract Work Hours and Safety Standards Act (40 U.S.C. 327 et seq.) and all other applicable federal, state and local laws and regulations pertaining to labor standards insofar as those acts apply to the performance of this Agreement. The RECIPIENTS AND SUBRECIPIENTS agree to comply with the Copeland Anti-Kick Back Act (18 U.S.C. 874 et seq.) and its implementing regulations of the U.S. Department of Labor at 29 CFR Part 5. The RECIPIENTS AND SUBRECIPIENTS shall maintain documentation that demonstrates compliance with hour and wage requirements of this part. Such documentation shall be made available to THE SALVATION ARMY and TARRANT COUNTY for review upon request.

Section 3:

  "The work to be performed under this Agreement is a project assisted under a program providing direct Federal financial assistance from HUD and is subject to the requirements of Section 3 of the Housing and Urban Development Act of 1968, as amended (12 U.S.C. 1701). Section 3 requires that to the greatest extent feasible opportunities for training and employment be given to low- and very low-income residents of the project area, and that contracts for work in connection with the project be awarded to business concerns that provide economic opportunities for low- and very low-income persons residing in the metropolitan area in which the project is located."

REQUEST FOR 

QUALIFICATION

Architectural & Engineering Consultant Service Rehabilitation Project of Two Dormitories The Salvation Army North Texas Area Command

  The Salvation Army North Texas Area Command (TSA) is interested in selecting an architectural/engineering firm (A/E) for a rehabilitation project of two dormitories in our Mabee Center facility, located in 1855 E. Lancaster Ave. Fort Worth, Texas. We are publicly inviting local firms to respond to this Request for Qualifications for programming, schematic design, design development, construction documents, bidding, construction, and close out phases. The renovation scope will be for the remodeling of two shelter dormitories with open concept and minimal privacy, to have privacy walls. The space was previously used to shelter single men (Large Red Shield Shelter) and single women (Small Red Shield Shelter) and will be converted to areas that will serve intact homeless families, and homeless single women.

  The remodeling project will include, but not limited to, reconfiguration of a bank of restrooms and shelter area to provide privacy for families and single women. Updates to plumbing and electrical connection, replacement of plumbing fixtures and accessories are expected. Additionally, upgrades to sheetrock, walls, ceilings, painting, flooring, and life safety are necessary to be incorporated as part of the scope.

NOTIFICATION:

  This is a federally assisted project and is subject to the Fair Labor Standards Act, which include Davis-Bacon (Certified Payroll) and related acts. Laborers and mechanics employed by general contractors and subcontractors performing construction work on this project shall be paid wages at rates not less than the prevailing rates as determined by the Secretary of Labor in accordance with the Davis-Bacon Act. The prime contractor is responsible for the enforcement of wage compliance and support documentation for the duration of the project and may be held liable for wage restitution. The applicable information regarding the laws and regulations stated above are included in the bid packet.
